The new neighborhood design guidelines went into effect February 1, 2019 and can be found in Chapters 19.06 and 19.08 of the City’s zoning regulations as part of the municipal code of ordinances.

Update as of September 20, 2018:
On October 1 the City Council will consider the final neighborhood design standards addressing building massing and frontage design, reorganizing and adjusting development standards, adding impervious coverage limits, and revising and coordinating other existing standards related to accessory buildings, setback, and lot exceptions.

Update as of September 12, 2018:
The Planning Commission unanimously recommended approval of the proposed neighborhood design standards at their meeting on Tuesday, September 11. The City Council will consider final approval of the guidelines at their October 1 council meeting.
The Planning Commission’s recommendation included some amendments to the proposed guidelines. These changes included the following:
- Increased impervious coverage limit from 35% to 40%
- Increased the total allowable garage height limit from 8 feet to 8 feet, 2 inches, to match ADA requirements
- Changed the effective date from January 1, 2019 to 4 months from the date of City Council approval (which would be February 1, 2019 if approved by the Council on October 1)
- Approved minor wording changes in regards to building massing and accessory structures

At the October 1 meeting, the City Council can take one of the following actions:
- Approve the Planning Commission’s recommendation with a simple majority vote of the governing body (including the Mayor) – 7 votes
- Amend or override the Planning Commission’s recommendation with a 2/3 majority vote of the governing body (including the Mayor) – 9 votes
- Return the recommendation to the Planning Commission for further consideration with a simple majority of the quorum present

Update as of September 1, 2018:
Public Hearing Set for September 11 to Consider Neighborhood Design Guidelines
Members of the public are invited and encouraged to attend a public hearing at the Planning Commission meeting on September 11, 2018 at 6:30 p.m. The meeting will be held in the Council Chambers at 7700 Mission Road. The public hearing is regarding proposed changes to the City’s zoning regulations, particularly as it relates to the design of single-family residential properties. These proposed changes would add neighborhood design standards for R-1A and R-1B zoning districts, which would regulate building massing and frontage design. The proposed changes would also add impervious coverage limits and revise and re-format other existing standards related to accessory buildings, setback, and lot exceptions.
Those in attendance at the public hearing will have the opportunity to address the Planning Commission and speak in favor or against the proposed changes. If you cannot attend the meeting, you can submit written comments to Joyce Hagen Mundy, City Clerk, at cityclerk@pvkansas.com.
