All cats and dogs, six months of age and older, must be licensed with the City. The licensing process ensures that animals have current rabies vaccinations which must be current in order to obtain an animal license. Each household is permitted to have a maximum of four pets with no more than three of one species (dog or cat). Licenses must be renewed every one, two or three years depending on the license purchased. Rabies vaccinations must be valid for the duration of the license being purchased. If an animal cannot tolerate the rabies vaccination, a letter stating the intolerance must be provided by the vet.

Construction Projects - October 18, 2024
The Kansas Underground Utility Damage Prevention Act of 1993 requires that excavators notify underground facility operators at least 2 full business days prior to planned excavation to allow them to come out and mark their facilities. While Kansas 811 DOES NOT physically mark utility lines, they do serve as the communications link between excavators and underground facility owners in the state of Kansas.

Color Code for Flags:
Not all flags are because of a City construction project. Any work requiring digging will have a "locate request" and flags may appear for water main replacements, sanitary sewer work and/or telecommunication work.
What isn't marked?
Some underground lines in the work area may not be utility owned. These are considered private facilities and will NOT be marked by public utility companies. According to Kansas 811:"Types of private facilities include, but are not limited to: heating systems for pools, electricity for outbuildings, invisible fences, septic systems, sprinkler systems, and satellite dishes. If you think you may have private facilities, you should contact and hire a private utility locator to identify and locate them."
Because of this, the City may request information regarding dog fences and irrigation systems in the right of way prior to starting work.
Sod restoration for summer construction usually occurs in the fall.
If work on your property was completed by the City in the summer, seed with hydro mulch may be used for areas to control weeds until sod season arrives.
When sod is placed the contractor is responsible for watering the sod for 30 days. Inspection of the sod will take place at that time for acceptance or rejection/replacement.
SOD CARE:
Fescue/Blue Grass sod should be given at least one inch (1") of water per week, either by watering, or from rainfall. This watering will be most beneficial if broken into three or more waterings, for a total of one inch. It is also best to water in the early morning or late evening.
Fescue/Blue Grass sod should not be sprayed for weeds this season, and should not be mowed shorter than three inches (3"). The sod will require continued watering this fall to ensure survival, and may require continued watering during the winter months if the winter season is unusually dry.

Sprinklers: The sprinkler repair is the responsibility of the contractor. The Residential Street Program is the City funded program to repair existing streets. Every street is evaluated on existing condition and given a numerical rating derived from formulas that take into account the amount and type of distresses in the asphalt pavement.
This program will replace damaged or deteriorated curb/gutter, sidewalks (where there currently are sidewalks), some driveways as required to tie into new curb or replace sidewalk to conform to ADA requirements, new sidewalk where this is none, and updating ADA pedestrian ramps.
Asphalt pavement is either
Milled between 2" to 3" the resurfaced with full depth repairs as needed.
or
Full depth reconstruction. This happens when the subgrade is not acceptable and must be replaced in order to build new pavement section.
New sidewalks are constructed during the repair/rehabilitation process. If your street is up for repairs on the Residential Street Program, then residents on the segment will receive a sidewalk petition generated by City Staff in the mail. This petition process is part of City Policy for residential streets.

Mission 63 to 67 Concrete repairs have started with a mill/overlay scheduled for mid October.
July 29, 2024 The contractor continues to work on the concrete curb and sidewalk replacements for Phase 1 of the project. They will be wrapping up this phase over the next two weeks. Lane reductions for the outside lanes will begin on Phase 2 from 67th Street to 71st Street starting the week of August 5th. Daily roadway closures (8:30AM to 4:30PM) for Phase 2 will begin on August 12th to allow for concrete replacement.
Asphalt overlay and restoration between 67th and 75th will be completed in late October. Traffic signal construction at 75th street will occur in the winter of 2025
July 12, 2024 Contractor is working on Phase 1 from 71st Street to 75th Street. West side (OP) is first with East side (PV) following.
June 13, 2024 Beginning June 17, 2024 through August 9, 2024, from 8:30 AM to 4:30 PM there will be a lane reduction on Nall Avenue from 75th Street through 71st Street. The outside lane will remain closed while the inside lanes are only closed from 8:30 AM to 4:30 PM. and reopened after 4:30 PM. Residents will have access to the road and daily traffic will be detoured.
May 24, 2024 A public meeting will be held on June 13, 2024 from 4-6 pm at the Prairie Village Public Works Facility located at 3535 Somerset Drive. This meeting is being held to allow residents to meet the contractor, JM Fahey and look at the plans for the project. This will be an open house format and no formal presentation will be made. If you are unable to attend the public meeting, please feel free to call or email the project manager in your city.

May 15, 2024 Project has been awarded to JM Fahey. Residents will be invited to a public meeting in early June prior to construction starting.
BACKGROUND:
This is a multi-jurisdictional project with the County CARS program and the Cities of Prairie Village and Overland Park. This section of Nall Avenue is a 4 lane section with multiple side streets situated between a 3 lane section to the north and a 2 lane section to the south. The project consists of milling and overlaying the existing roadway and changing the 4 lane configuration to a 3 lane configuration with bike lanes as shown below. A traffic study was completed by Transystems (click here to see study) to analyze the new lane configuration.
The annual storm drainage repair program will address storm drainage improvements to replace deteriorated storm drainage pipes and study areas that experience significant drainage issues. It is anticipated that pipe replacement locations will have construction occur in the summer of this year. Property owners directly impacted by the improvements will receive additional information about the planned improvements once a contractor is selected to complete the repairs.
The construction and maintenance of the stormwater management system is funded by the Stormwater Utility Fee. The City of Prairie Village also receives additional funding through the Johnson County Stormwater Management Program’s system replacement program.

Crack Seal is a hot applied flexible rubberized sealant used to seal cracks in the pavement to prevent water from entering the base and sub-grade. Sealing cracks and joints extends the service life of the pavement. Streets will not have to be closed for crack sealing; therefore no notification will be given. Crack Seal is completed in the fall when the cracks have had time to expand to allow the material to enter the cracks entirely.
Micro Surfacing is a mixture of emulsified (liquid-like) asphalt, aggregate, admixtures, cement and water that is applied in a thin coat as a maintenance tool to assist in preserving the existing asphalt pavement. The material cures by chemical and water evaporation. It helps seal the existing surface and has a life span of approximately seven to ten years. It is not considered a substitute for reconstructing or resurfacing the street, but rather a less costly solution in prolonging the existing pavement until major work is necessary and as funding becomes available. Residents will be notified with a letter in advance of street closures. A door hanger will also be distributed 24 to 48 hours in advance of any street closing.

Ultra-thin bonded asphalt surface (UBAS) is an asphalt surface treatment used to help extend the life of a road by placing a thin overlay onto a prepared asphalt surface sealing the surface of the pavement. This treatment is used by the City of Prairie Village to maintain our good streets with few defects and is usually applied 7 to 10 years after construction of the roadway surface.
UBAS and other surface treatments require the roadway to be free of potholes. Prior to milling, a contractor will be in the area patching the roadway as needed to remove these defects. The UBAS contractor will then macro mill 1/2" off of the asphalt pavement and place the UBAS with an emulsion membrane providing the adhesion to the asphalt surface.

The final product is a strong surface that is flexible enough to hide minor defects and strong enough to be driven on almost immediately.
