One Accessory Living Quarter (ALQ) may be permitted per residence subject to staff review and required conditions. Required conditions include:

  • The homeowner must occupy either the principle dwelling unit or the accessory living quarters.
    The occupants of both the principal dwelling unit and the ALQs must be related by blood, marriage or adoption but may also include usual domestic help and caregivers.
  • ALQ’s must be attached to or included within the single-family dwelling so that there is no impression of two distinct dwelling units.
  • The principal dwelling unit and the ALQ must have one address and mailbox.
  • The principal dwelling unit and the ALQ must not have separate utility metering.
  • The maximum size of the ALQ shall be thirty percent of the area of the principal dwelling, but shall not exceed eight hundred square feet in area.
  • The design and appearance of the ALQ shall preserve the single-family character of the neighborhood. Private exterior entrances to the ALQ should be on the sides or rear of the property. Only common entrances to the dwelling shall be permitted on the front.
  • The homeowner must file a document in the office of the register of deeds that states that the ALQ is to be used only by members of the family and shall not be used as a rental unit. The homeowner must obtain an occupancy permit from the City every three years so that the ALQ can be reviewed for compliance.
